All Neighborhood Plans include a vision for building the character of the neighborhood, and encourage the local participants to identify the types of businesses, people, and behaviors that interfere with their vision. Some Neighborhood Plans include new enforcement procedures that help the community create and build a safer civil society. When last year I told an officer(major) that all my misery came frolm them, he replied: NCTC(it only exists for 25 years) Info from Holland about this says that they are organizing terror against their "targets".( a German I met in Switzerland in 2017 told me I was a target(vous êtes ciblé).
